A prominent theory is that he is the same person as A, creator of the "Friend Pyramid Scheme Game." He might have been switching between posing as A and posing as Usagi-san, enjoying Lain's discomfort. When Lain wanted to get revenge on A, Usagi-san asked her to let him do it.
